Experience:

  • Prior experience in telecom, FMCG, or large structured organizations preferred.
  • Exposure to high‑volume and technical hiring is an advantage.

Job SummaryJob Summary

To coordinate, manage, and execute end‑to‑end recruitment and selection activities across all business functions of ATOMA, ensuring timely acquisition of qualified, diverse, and competent talent in compliance with organizational standards, employment laws, and telecom industry requirements.

Duties & ResponsibilitiesDuties & Responsibilities

Key Responsibilities

1. Recruitment Planning & Coordination

  • Support manpower planning in coordination with Executive team
  • Translate approved manpower requisitions into recruitment action plans
  • Maintain and update recruitment trackers, dashboards, and vacancy status reports
  • Coordinate bulk hiring for telecom operations based on organizational requirements (Sales, Call Centers, Data Entry)

2. Sourcing & Talent Attraction

  • Source candidates through job portals, social media, employee referrals, universities, vendors, and recruitment agencies.
  • Draft and publish job advertisements aligned with the company roles and competencies
  • Build and maintain a talent pipeline for critical telecom positions (Technical, IT, Sales, Network, Corporate)
  • Support employer branding and recruitment campaigns

3. Screening & Shortlisting

  • Conduct CV screening against job specifications and minimum requirements and in line with the GTS (Global / country talent standards)
  • Shortlist candidates using structured criteria and scorecards
  •  Coordinate and schedule interviews, assessments, and tests (technical, behavioral, etc.)
  • Liaise with hiring managers and interview panels and ensure conduct the assessment based on HR standards

4. Interview & Selection Process

  • Coordinate interview logistics (panels, venues, virtual tools)
  • Ensure structured, bias‑free, and policy‑compliant selection processes
  •  Consolidate interview feedback and selection recommendations

5. Pre‑Employment & Offer Management

  • Coordinate reference checks, MOI and GDI clearances, pre-employment health screening, and document validation
  • Prepare and issue offer letters, employment contracts.
  • Follow up with selected candidates and manage offer acceptance.
  • Coordinate joining dates and onboarding handover to HR Operations.

6. Compliance & Documentation

  • Maintain complete recruitment files and records
  • Ensure compliance with ATOMA HR policies and procedure, Afghanistan labor law, and ATRA regulations
  • Support HR audits and management reviews related to recruitment
  • Ensure data accuracy and confidentiality within HR systems.

7. Recruitment Reporting & Analytics

  • Prepare weekly and monthly recruitment reports (TAT, cost, source effectiveness)
  • Monitor KPIs such as time‑to‑hire, quality of hire, and vacancy close rate
  • Support continuous improvement of recruitment processes

8. Manage Job and organization Design Process

  • Align HR and people strategies with overall business goals
  •  Support organizational design (structures, roles, reporting lines)
  • Assist leadership in change planning and workforce strategy
  • Perform and manage other activities assigned by line manager / Division Head
